From AI decision to governed enterprise action
An independent assurance layer between AI decision-making and enterprise execution — what it receives, what it evaluates, and what comes out.
At a glance
Seven phases, one path
From enterprise state and an AI proposal, through evidence, authority and testing, to a governed action.
No new stack to run
The layer is inserted between what proposes decisions and what executes them.
Policy lives outside the model
A rule that cannot be versioned, verified or replayed is not a control.
Authorization is separate from intelligence
The model proposes; the enterprise authorizes, and the enterprise can show that it did.
AI systems can recommend, decide and increasingly act. But before a consequential AI decision becomes a real enterprise action, there is a different question to answer.
Should this decision be permitted to proceed?
AnantVerify evaluates the proposed decision against enterprise state, supporting evidence, governing authority, expected decision behavior and available assurance coverage — then returns an explicit execution verdict.
Your AI makes the proposal. AnantVerify helps determine whether it has earned the right to act.
Where AnantVerify sits
Between the system making a consequential decision and the system capable of executing it.
- Evidence
- Enterprise Authority
- Decision Contracts
- Assurance Tests
AnantVerify does not need to replace your models, agents, applications or systems of record. It creates an independent assurance boundary around their consequential decisions.
Establish the decision
Assurance starts with the decision and the facts it depends on — not with a model.
- 01
Start with the decision that matters
Start with the decision that matters
AnantVerify begins with a consequential enterprise decision — not with a particular model. For each decision type, the enterprise establishes what decisions are permitted and what information is required to make and assure them. This creates an explicit contract around the decision.
Instead of allowing an AI system to produce an unconstrained answer, the enterprise can define a controlled decision vocabulary.
Controlled decision vocabulary
- PAY | HOLD | ESCALATE
- ALLOW | HOLD | ESCALATE | BLOCK
Decisions that tend to qualify:
- Should this supplier payment be released?
- Should this insurance claim be automatically approved?
- Should this customer receive a refund?
- Should this endpoint be isolated?
- Should this case be escalated?
- Should this AI agent be permitted to execute this action?
Know exactly what decision is being made before trying to assure it.
- 02
Connect enterprise state
Give assurance the state it needs — not another prompt
Enterprise decisions depend on enterprise state. AnantVerify does not attempt to become the authoritative source of that information. Your enterprise systems remain the source of truth.
Instead, AnantVerify establishes what state is required to assure a particular decision.
That state may live across:
- ERP systems and CRM platforms
- databases, APIs and event streams
- security platforms and clinical systems
- policy systems and workflow applications
- graphs and digital twins
- custom applications
Your enterprise owns state. AnantVerify determines what state assurance requires.

- 03
Assure the state
Determine whether enough is known
An AI system can be highly confident while operating on incomplete or outdated information. AnantVerify therefore evaluates the state supporting the decision before treating the proposal as actionable.
State status
- SUFFICIENT
- INCOMPLETE
- STALE
- CONFLICTED
- UNCERTAIN
- UNKNOWN
It asks:
- Is required information present?
- Is it current enough for this decision?
- Do authoritative sources conflict?
- Is provenance available?
- Is uncertainty material?
A confident AI decision made from insufficient enterprise state is still an insufficiently supported decision.
- SUFFICIENT
- STALE
- INCOMPLETE
- CONFLICTED
- UNCERTAIN
- UNKNOWN
State is classified before the proposal is treated as actionable. Where state is not adequate, the decision can be held or escalated rather than letting uncertainty disappear inside a model score.
Assemble the basis
What was proposed, what supports it, and what governs it are three separate questions.
- 04
Receive the AI proposal
Any decision engine can make the proposal
AnantVerify is designed to remain independent of the technology producing the decision, and normalizes the proposal into an assurance context. This separation matters: the system proposing the decision should not automatically be the system deciding whether its own action is sufficiently supported.

Assemble the evidence
Understand what supports — and contradicts — the decision
Enterprise truth rarely comes from one source. Evidence can agree, and it can disagree. AnantVerify preserves the evidence surrounding the decision, with provenance and disagreement intact, rather than collapsing everything into a single opaque score.
The goal is not to manufacture certainty. It is to make the basis of the decision explicit.
Evidence can enter from
- Enterprise policy
- Regulatory requirements
- Operational controls
- Historical decisions
- Observed outcomes
- Expert judgment
- External evidence
- Internal decision requirements
- Enterprise policy
- Regulatory requirements
- Operational controls
- Historical decisions
- Observed outcomes
- Expert judgment
- External evidence
Each source retains its provenance, scope and effective time. Where sources disagree, the disagreement is preserved rather than averaged into one opaque score.
Test the behavior
A decision can look correct in one state and still behave incorrectly when conditions change.
- 07
Test the decision
Change the world around the AI and observe what happens
AnantVerify uses Decision Transformation Testing to evaluate how a decision behaves as the state around it changes: start with a state and a decision, apply a meaningful change, re-evaluate, and ask whether the decision behaved the way it should.
DTT examines several classes of behavior:
- Invariance — change something that should not matter. Did the decision remain stable?
- Material sensitivity — change something that should matter. Did the decision respond appropriately?
- Boundaries — move across an important decision boundary. Did the decision change where expected?
- Interactions — combine conditions. Does the decision still behave correctly when individually acceptable conditions occur together?
- Time and sequence — change timing, or the path by which the state was reached.
Sensitive to what matters. Stable to what doesn't.

Understand assurance coverage
Know what was tested — and what wasn't
A system can pass every test that was executed and still contain important untested regions. That makes the denominator important, and AnantVerify is explicit about it.
The objective is not to turn test counts into an artificial probability of safety. It is to expose the current assurance envelope around the decision.
Sometimes the most valuable result is: we haven't tested this condition yet.

Decide and control
A determination only matters if it can be enforced at the point of execution.
- 09
Make an independent assurance determination
Convert evidence into an actionable control
After evaluating state, evidence, authority, decision behavior and applicable assurance requirements, AnantVerify produces an explicit verdict. The result is not another recommendation for the AI to consider — it is an independent assurance determination that can be connected to enterprise execution controls.
- 10
Bind assurance to execution
Don't let the agent decide whether to obey its own guardrail
AnantVerify can sit immediately before the execution boundary. For controlled execution, approval can be bound to the decision, the proposed action, the state version and the governing policy versions — so if material state changes before execution, the action can be reassessed.
This creates separation between the intelligence proposing the action and the control permitting it. For high-consequence workflows, that separation is fundamental.

Preserve and learn
Assurance that cannot be reconstructed later is a runtime check, not evidence.
- 11
Preserve the decision record
Every consequential action should be explainable after the fact
Enterprise decisions do not end when an action executes. AnantVerify preserves the lineage required to reconstruct the assurance determination, turning assurance into evidence rather than an ephemeral runtime check.
Organizations may later need to know:
- What did the AI propose?
- What state was available?
- Which evidence was considered?
- Which authority applied?
- Which assurance requirements were evaluated?
- What verdict was produced?
- Who approved an escalation?
- What action actually occurred?
- 12
Replay the world as it existed
Understand why the decision was permitted then
Models change. Policies change. Evidence changes. Running today's model against today's policy does not answer the question an auditor asks six months later: why was this action allowed?
AnantVerify is designed to reconstruct the decision context using the applicable historical state, proposal, evidence and governing artifacts. That supports two genuinely different questions.
Two different questions
Then: why was the action permitted at the time? · Now: would we permit it today?

Learn from production
Every decision can improve the assurance system
Production creates new evidence. A decision may be overridden by a human, associated with an unexpected outcome, affected by a previously unknown interaction, or involved in an incident. Those observations can reveal new assurance requirements.
An incident should not remain merely an incident. Where appropriate, it becomes something the assurance system knows how to test in the future.
From production back into assurance:
- Production evidence
- Discovery
- New decision boundary or failure pattern
- New assurance requirement
- New DTT test
- Future regression protection
It doesn't stop at the verdict
The assurance system evolves as the enterprise, the AI and the decision environment evolve.
The continuous assurance loop: observe, discover, test, assure, control, govern, learn — then repeat.
- Observe
Capture consequential decisions and their context.
- Discover
Identify boundaries, conflicts, interactions and emerging failure patterns.
- Test
Evaluate decision behavior using DTT and other assurance methods.
- Assure
Combine state, evidence, authority, testing and coverage.
- Control
Determine whether the proposed action should proceed.
- Govern
Preserve authority, approvals, evidence and lineage.
- Learn
Convert production findings into stronger future assurance.
The loop repeats — Learn feeds back into Observe.

Built around a simple separation
This creates a durable architecture even as models and agent frameworks change.
AI can decide. The enterprise still needs to authorize.
Greater intelligence does not eliminate the need for independent control. For consequential enterprise decisions, there should be a defensible path from what the AI proposed, to what the enterprise knew, to what evidence supported it, to what authority governed it, to how the decision was tested, to why the action was permitted.
